OREGON ONB LICENSURE

Oregon ONB Licensure

In 2023, House Bill 2717 added outdoor child care program to the definition of “child care facility” opening the way for the DELC to develop a path for outdoor programs to become licensed. The process for developing Oregon’s Certified Outdoor Nature-Based child care rules included consulting with current programs in Oregon, using Washington’s ONB rules as a guide, conducting site visits in Washington and Oregon, and gathering feedback from an advisory committee of advocates and professionals knowledgeable from around the state and OELAO members.

Every child deserves access to high-quality early learning experiences that prepare them for kindergarten and beyond—and every child also deserves a nature-rich childhood with abundant time to play and learn outdoors. Licensing outdoor, nature-based (ONB) early learning programs helps make this possible, offering unique benefits not only to children, but also to the broader early learning system. By making ONB programs eligible for public tuition support, licensing ensures that families from all backgrounds—including those historically excluded from green spaces—can access nature-rich learning opportunities.

Licensing ONB programs also strengthens early childhood systems as a whole. It expands the supply of high-quality care, opens doors for hybrid models that blend indoor and outdoor classrooms, and helps providers and policymakers reimagine the essential role of nature in education. With its emphasis on thoughtful risk management and child safety, ONB licensing paves the way for inclusive outdoor learning while equipping early education programs to adapt to the realities of a changing climate. In this way, ONB licensing not only enriches childhood today, but also builds a foundation for a healthier, more resilient future.
